Bishop’s Residence, 16 July 2015, 6pm

Three experts conversed with Bishop Dinualdo on good governance and the Free, Prior and Informed Consent (FPIC) regarding mining in Tampakan.

Bishop added a third topic – aerial spraying.  This explained the presence of Fr. Romeo Catedral, former Diocesan Social Action Director, Fr. Frank Romano, PP-Surallah and a victim; and Fr. Rodrigo Gegone, PP-T’boli, main site of banana plantation.

Experts: Rolando C. Esteban, Anthropologist, U.P. Diliman, Q.C.; Arvin A. Jo, Legal specialist, Ateneo School of Government (ASOG); and Manny Diaz, Geologist and Hydrologist, consultant.

Mr. Rene Pamplona, Advocacy Officer, DSAC represented Fr. Gillarme “Joy” Peliño, DSAD who is in Rome at present.

Agreements: (1) Ateneo will facilitate the filing of a TEPO (Temporary Environmental Protection Order) before the Supreme Court/Court of Appeals/Regional Trial Courts; (2) Ateneo will use their Laboratory facilities to examine the pesticides used in aerial spraying; (3) Fr. Romeo Catedral will talk to Gov. Daisy Avance Fuentes about the aerial spraying; (4) the experts will interview the stakeholders in Tampakan to find out whether the legal process on the FPIC was strictly followed.
