Members of the NMT, Commission on Human Rights, met with Bishop Dinualdo to explore the possibility of establishing the Region XII Monitoring Team.

The National Monitoring Mechanism (NMM) was established in 2014 to prevent and address cases of extrajudicial/extralegal Killings (ELKs), enforced disappearances (EDs), and torture.

Pampanga MT was the first regional team organized.  Visitors: Renante A. Bases and Brenda E. Canape, both from central CHR; Ranesh Ramos – CHR, Q.C.; Mary Joy S. Bravo, CHR XII; Dahlia D. Cawed, NCIP-Manila; Rosemarie Trajano, Philippine Alliance of Human Rights Advocates; Carol P. Sanchez-European – Philippine Justice Support Program (EP JUST II); Rey Pablo J. Santiago, Education/Ateneo Human Rights Center; and PI Jorge D. Tupas, PNP.
